Learning Support Services
While homeschoolers in Maryland typically do not receive IEPs or 504 Plans through the public school system, there are still important supports available. Families may qualify for free educational evaluations, early intervention services, and access to local resources — depending on the child’s age and needs. This section helps you understand what special education services may be offered by your county, what’s required by the state, and how to navigate the process as a homeschooling parent. Whether you're seeking testing, therapies, or just clarity, you’ll find the tools here to get started.
Birth - 3 Years Old
If your baby or toddler shows signs of developmental delay, has a diagnosed health condition, or seems to be developing differently than expected, you can refer them to the Maryland Infants and Toddlers Program for a free evaluation. Referrals can be made by parents, doctors, educators, child care providers, or even hospital staff. This program serves Maryland children from birth to 36 months and provides early intervention services to support your child’s development during these crucial early years.
